Sick/Dying Fishy?

Ever since my little sister bought her beta fish, I've been under much stress, considering that I now have 3 boy bettas, 2 girl bettas, and a 30 gallon aquarium to care for. Usually some people would be able to handle that, but I can't, since I have school and homework. Since my little sister would not care for her fishy, that left him in my hands. While being under this stress, I would forget to clean their bowls for some days (I know, I feel horrible about it) and the water would get bad. My second baby, Pearly, has been acting very lethargic, and he won't eat any food. he hasn't eaten any food for the past 4 days :'( And he's getting super skinny. I just changed his water, put fin rot medicine in (He got that too :'( ) and the aqua plus and he's still just laying down. I feel really really sad when I think about it, I don't want to lose him, he's such a sweetie. what should I do? Wait it out? Or... :'(
