Hmm I dont know if he would be dragon, his scales dont seem thick enough nor does he have a full mask, non dragons can have shiny scales on their face too. He probably has dragon blood in him to spread the irids to a partial mask though and maybe some vt in there somewhere to give him his pointy anal fin.

Tailwise Id call him a delta and his colour seems like black lace with red wash and plenty of iridescence

Looks like a dragon, or half dragon.. they don't always have full masks.. but he does have the telling line on top of his head common with dragons.

I mean the edges of his fins are ragged unless there is clear fin there and it sometimes appears if he had the non ragged edges his fins would come together in a point plus the edge of his fn looks more rounded than pointed... But anyways he is a delta with a quite poor spread I think. however that doesn't matter if he is just e pet :)
