pH is 7.6 (how do I lower it it's only .1 to high but is that a problem?)
Ammonia is 2.0ppm (my tap water is 1.0ppm)

The kits are Aquarium Pharmaceuticals, they're not test strips.
The ammonia one tests NH3 and NH4+

I hope I have that right...
but the rips in his fins are gone..(see edit in first post)

On a side note I bought Aquarium Pharmaceuticals (API) Ammon Lock it's supost to get rid of the ammonia has anyone used this before?
(My tank is not cycled) would you sugest using it?

OK, that's really weird about the fins..are you sure you're just not seeing the holes?

Ammo lock will make the ammonia harmless but it will continue to test on a regular test. Here's a thread that will test you what kind of test you will need instead because it only tests the ammonia that is harmful: http://www.fishforum.com/viewtopic.php?t=20228

Do not worry about your pH or start adding chemicals to bring it down. It's fine and your fish will survive. If you're really worried buy a chunk of mopani driftwood, boil it for a couple hours and scrub it real good and stick it in there. The tannins from the wood will turn the water a golden color and naturally bring it down, but again I wouldn't even worry about it. I have 7.8 and my fish do fine.

generally, the broken fins will regenerate itself even though you didn't drop any medicine into your betta's aquarium. So do not worry about it.. but, the broken fins that heal itself will looks a lil bit different with the other..

anyway, the fins is rip because of the aquarium's ornament i think.

I know this is completely off topic, but how did you get such clear and good pictures of your betta?
