I don't think a 1 gallon is necessarily too small. If the fish is happy and you can keep up with the water changes I think they're fine. I don't have the space for a large tank and keep two boys in a divided 2.5 gallon (although I'm eventually going to upgrade to a divided 5.5). They are both happy and content fish . As long as water is good and quality foods are fed a 1 gallon isn't bad IMO. But it does depend on the fish too, they all have such individual personalitys its one of their best traits.

I think one problem that people encounter with larger tanks is that they don't fill them up enough with cover for the betta. Personally, I've never had a betta who didn't happily adjust to a much larger tank than they were used to (I don't have a tank smaller than 5 gals except as a hospital tank, simply due to personal preference for larger tanks :p) because I plant them really densely and provide plenty of hiding spots.

Sorry if i'm butting in here,
But my betta Romeo does so much better in his one gallon, I agree it depends on the betta. Romeo was washed out and stressed in his heated/filtered 5 gallon. I had to put him in a small container for the night and he colored right up! So I put him in the one gallon and he has gotten better. So it's not to bad unless you keep up with water changes. IMO
