I would give it a month to be safe :). That way, no spikes.

Ten days to 2 weeks is what I've found. But leave it for a month. No hurry. Never rush a cycle.

You can season a sponge filter in an already cycled tank, I always have a couple extra in my sorority tank so ready to go when they are needed. Usually they are gummy with bb in about 7-10 days. Also nice little trick is to take a pill bottle or film container, fill it with a media like Seachem Matrix, pop some holes in it then hide in a decoration or wrap the container with java moss or similar plant. Just another way to bust ammonia in a small tank.

Okay I have the new sponge filter in and running along with the old air powered HOB filter that came with the kit. Would it be safe to take the old filter out after 7 days?

What I would do is after a week just unplug the HOB and wait a couple of days and test your water for ammonia. If you still get a 0 reading then it is probably safe. If the ammonia goes up replug the HOB and give it another week.
