Unhappy Betta bladder issues

My betta fish is very bloated! I need help! I have not been feeding him much, 3-4 pellets a day. Some days, if i feed him to much, I do not feed him the next day. I assume that if i do not feed him for some days, the problem will be fixed. I will give a picture if I need to, to your request. But can someone tell me how to fix it?

Okay. one second. He is not super bloated, but, his stomach is swollen. I looked at photo's of dropsy, and those fish were very bloated, so I doubt he has that. By the q\way, is there any constipation medicine at petco or anything?

When i tap the side of the tank he moves and swims upright, but he gradually tips on his side, like in this picture. He is not having a massively hard time swimming, i mean, he can still swim his regular speed.
