My betta is going downhill. Help, please.

Cow started developing red droplets on his anal fin and tail (not to mention his tail was blown out), and it seems to be getting worse. It looks as if it runs down the webbing of the fins, with red spots at the tip. I don't know if it is fungal, bacterial, or what, but he can't kick it.

Any ideas as to what this could be?

I am so sorry to hear that your betta is not well! I do not know if I can help you, but if you post your water parameters (ammonia, nitrite, nitrate, ph) and possibly a photo of the problem, that will help more people on the board help you out.
