How long has this tank been set up? With no live plants you should be seeing nitrates if your tank is cycled doing only 25% weekly changes.

What kind of kit are you using to test?

Do you know why the temp is jumping around +- 2 degres?

Is the 25% including a siphon?

You don't have ornaments by penn plax or zoo med do you?

I still think it looks and sounds like ick. Ick will start with just a spot or two, so he doesn't have to be covered.

about a month and a half

What kind of kit are you using to test?
kit i bought from local pet store

Do you know why the temp is jumping around +- 2 degres?
i live in Northern Michigan and it can get down below zero. on those days the tank will become colder even with the heater

Is the 25% including a siphon?
no idea what i siphon is

one by penn plax but it does not contain metal i have checked

Temp swings are not okay and can be the cause of ick. If your heater won't keep the tank warm enough, you could get a more powerful one. Or you need to keep the room he's in warmer so that this doesn't happen.
