Fin Rot HELP!!

Hi! My betta fish for the last 3 weeks has been eating his fin. Now he has gotten fin rot. I have added aquarium salt to the tank to help cure it but it has not been working.
My water quality is good, no ammonia, no nitrite and very little nitrate. He lives in a 2.5 gallon tank with a heater and live plants.
Unfortunately, today I came back from school and his top fin (dorsal) is almost completely gone. Both his caudal and anal fin looks like they have been through a shredder. I dont know what to do!
Please help!

Betta's dont' eat their top fin. This is some fast moving fin rot.

Also it looks like he has an HOB filter? Make sure to prefilter it so it can't catch his fins and damage him: http://www.amazon.com/s/ref=nb_sb_no...ilter%20sponge Women's panty hose over it also work I've heard

What kit are you using to test ammonia, nitrite and nitrate?

but i dont use my filter at all... do you think a part of the filter can be hurting the fish's fins?

Sorry I was going by your avatar.

Well in that case you need two water changes a week - one 50% and one 90%+ right down to the gravel, including siphon to get everything out as much as possible without disturbing the plants.

Need more info via the sticky guide please
