Whats going on with his caudal fin?

I posted this in the diseases section but got no responses. I noticed last night that Moe's tail has gotten kind of jagged and has tiny clear spots on the edge. I've had him for a few weeks and when I got him his tail was nicely rounded with no clear spots. I was wondering if they can turn into rosetail because that's what I thought it looked like at first. But the more I looked i thought it could be tailbiting or maybe even fin rot or maybe new growth? I haven't seen him bite it. I keep his water clean with a 50% and a 100% change each week since hes only in a 1.5 gallon. His behavior is normal. The first picture is of him when his tail was nice and round and the next three are now that it is jagged with the spots. Any ideas?

It looks like he had fin rot in the 1st pic & I suspect the white is new fin growth.

Usually good water quality is all that is needed so you're obviously taking care of him properly.

It looks like new growth... are the spots like holes or just clear areas?
