LED's can grow plants just fine, the problem is that cheap (low powered) LED's won't. I have several Finnex LED lights (two fugerays and a ray2) and my plants are thriving :)

The more expensive might be fine but Im assuming the poster isnt wanting to go to expensive and my experience in the cheaper LEDs is they are crappy with plants. But that is my opinion.
