As I previously stated, I would do a 50%+ water change. The fin rot is more often than not caused by bad water quality & since you don't have a nitrIte test you don't know if that is the cause.

I've had the tank for 2 weeks. I will continue with water changes every 2-3 days. How long until I can do them weekly and then at what %?

You really need complete liquid test kit to tell you when the cycle has completed. I've had tanks take 5 wks & others take 8 wks to completely cycle. I currently have a 10g tank with 1 Male Betta, no live plants, I've had nitrites for 2 wks straight, I thought they were gone but I tested my water yesterday & the nitrites were .25 so I did about a 70% water change. I know it's close to being completely cycled but not quite there.

I've been doing 50% water changes every other day. He doesn't seem worse, which is good.
