Parasite? need help fast!

I just got my new betta a week ago, he has been very mellow and hasnt seemed to be to interested in food. i added him to my 5.5 cycled divided tank. but for the last few days his belly has been getting bigger and bigger, and i found him laying at the bottom of the tank, so i put him in his betta cup and just kept it floating in the tank, hoping that he just needed to poop. he has not pooped and i have not fed him in tow days.
but now a white film is coming off of him and making the water in the cup dirty..... what does that mean? and i think that something is comming out of his belly??
but will this effect my other betta? who is in the same tank, like i said its divided....

He actually just passed away.... but i do not know what it was, im going to do a 50% water change in the mean time.... but i fear for my other betta.

Housing
What size is your tank? 5.5 gal
What temperature is your tank? 80-82 with heater
Does your tank have a filter? yes
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? divided with one other betta who i have had in the cycled tank since last november

Food
What type of food do you feed your betta fish? new life spectrum, and omega one pellets, as well as blood worms and brine shrimp
How often do you feed your betta fish? once a day, 2-3 pellets

Maintenance
How often do you perform a water change? 50% water change once a week, but now with the new betta its alittle more.
What percentage of the water do you change when you perform a water change? 50%
What type of additives do you add to the water when you perform a water change? Just Prime water conditioner

Have not tested it in 3 days, but all my levels were low

How has your betta fish's behavior changed? has been mellow from the time i got him, only a week before

Remove your other betta and disinfect the tank with hot water and vinegar or a dilute bleach solution.

Sounds like your guy may have had an internal issue. The stuff coming off was most likely built up slime coat and so harmless. Keep an eye on your other betta and if he starts to show similar symptoms like bloating, put him into epsom salt at 1 tsp per gallon and post for help.

My first betta died of this same thing, took around 3 days. I'd like to know what it is too. I was told parasites but it seemed to progress very quicky.
