Exclamation Wth is wrong with my betta

I went to bed last night he was fine... I wake up he had to tiny holes is his fins and some of them look like little white dots... Now I've only had him for 3 days!!! He's in a ten gallon heated (80-82 degrees) and filtered... Ughhh what is it... I could take a picture but I took a picture and u couldn't see anything wrong with him.. So yea

can you fillas much of this in as possible and add pics?

Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance
How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

Alcemistnv is right, without any information on your tank it's hard to say exactly what is wrong and without pictures/detailed description we don't know how to properly diagnose your fish.

However, if you just plunked your fish into your tank without properly cycling it, it's unheated, and haven't put any water softener and dechlorinator in your tank then your fish probably has Ich, and the holes could possibly be fin rot but without answering those questions it's hard to tell.

Please help us out and answer those, and possibly tag on some pictures if you could, even "bad" ones work. :)

What type of food do you feed your betta fish? Pellets and frozen bloodworms for treat
How often do you feed your betta fish? Twice a day

Maintenance
How often do you perform a water change? Once a week
What percentage of the water do you change when you perform a water change? 25-50 %
What type of additives do you add to the water when you perform a water change?
Aquarium salt and water conditioner (aqua safe)
Water Parameters:
Have you tested your water? If so, what are the following parameters? Idk I don't have a tester

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? Yes just tiny holes and some little white dots
How has your betta fish's behavior changed? Sluggish and clamped fins... Doesn't move much
When did you start noticing the symptoms? He was fins last night and I woke up to him looking like this
Have you started treating your fish? If so, how? Not yet, because idk what is is but he was on mela fix and then the day I took him off of it this happens
Does your fish have any history of being ill? No I don't think so.. I only had him 3 days
How old is your fish (approximately)? It's a smaller betta so about a year old

Well, since the tank isn't cycled (you don't know the water parameters so I'm assuming it's not) you might want to up the water changes by maybe one 100% a week, but that's my opinion.

The white dots might be ich, which looks like this




Th holes in the fin could be anything from fin rot, to fin biting, to maybe some sort of damage thanks to water quality...
