why do stores sell both 29 gallon AND 30 gallon tanks?

is it to allow people to circumvent lease restrictions that aquariums must be under 30 gallons?

Maybe because of the dimensions? A 29 gallon tank is 30.25"Lx12.5"Wx18.75"H while a 30 gallon is 36"Lx13"Wx16"H, assuming "standard" sizes.

I'd bet it's that six inches of length size difference. Because a 20 gallon long is *also* 30 x 12 x12, so the 20 gallon is the same length and width, just taller.
