Some of those fish have the tendancy to nip fins.

But all the fish in there need to be in groups. If you take care of them first, then the betta can go.
Harleys need at last 5/6
Black Skirts need 6
Clown loaches reach 14" long and need to be in groups

Yeah...the loaches will definitely outgrow that tank and really need something on the order of 120 gallons to thrive. The clown pleco and harlequin rasboras should make good tankmates, but black skirt tetras are known to be nippy so I wouldn't risk it, even if you did increase the number of them in the tank.

there is a fish store up the road with two 400 gallon tanks so when the clowns get too big i will just bring them up there. Also,i only have a 20 gallon tank can i fit more fish.?

Your numbers for the Harlies and Black Skirts can and should be increased to five or six.

But I still would not add a betta to a tank with Black Skirts. I've also seen some very nippy harlies as well, but most can be passive.

Don't assume the store will take the fish back with those loaches. They're not nearly as easy to sell at that size and the store might not want them.
