If the betta is in the tank first, he would have already set up his territory, so when the neons come in, they're invading it and he isn't happy about it. It might help to take them out, rearrange the tank, but the neons in first, then put the betta in after and see if there's an improvement. :) It's good to have a backup plan though, just in case.
Today was my water change day, so, i took advantage of this and did some rearranging.

Looks like there is a lot of confusion in the tank at the moment. With the debris left over in the water even though I vacuumed it out, and, all of the huts/plants in different spots.

This was a good idea. I will wait and see what happens :)
