Sick Betta!

Hi so i dont know if anyone can give me some advice on what might be wrong with my betta! i have had him for 2 years and just lately he has been acting very werid like he spends all his time at the top of the tank not floating but just with his nose up. Almost like he is trying to get Oxygen!! i know it sounds werid! its hard to explain! but he wont eat and he doesnt swim around! he just hangs out and will move a little! i dont know if he is sick or dying or what i dont know what i sould do??

Can you provide a little more info on your betta?
What size tank is he in?
Have you tested your water? Water parameters?
What is your regular maintenance schedule?
