Question Something odd on Heater

Found something odd on my heater this morning when I went looking for one of my mystery snails. The snail has been in the spot in the picture since last night, so I'm not sure if the film is from the snail or something else. Any recommendations on what to do about it? The fish don't seemed bothered at all, and tomorrow is my scheduled water change day.

Housing
What size is your tank? 10g divided
What temperature is your tank? 78-79
Does your tank have a filter? no
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? two bettas in divided tank, three mystery snails, plus plants

Food
What type of food do you feed your betta fish? aqueon betta food, dried bloodworms as an occasional treat
How often do you feed your betta fish? twice daily, with one day a week fasting

Maintenance
How often do you perform a water change? once a week
What percentage of the water do you change when you perform a water change? 75%
What type of additives do you add to the water when you perform a water change? API stress coat

Water Parameters:
Have you tested your water? If so, what are the following parameters?
Have not tested
Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? n/a
How has your betta fish's behavior changed? n/a
When did you start noticing the symptoms? this morning
Have you started treating your fish? If so, how? no
Does your fish have any history of being ill? no
How old is your fish (approximately)? unknown (pet store rescue)

And a picture of the stuff (with my blue mystery snail). You can see it around the suction cup and down to the snail, however it's harder to see that it's all the way around to the front of the heater as well.

I only got that in tanks I had just started after a while and also in tanks that have poor circulation.

I can only guess it's some kind of protein build up of some kind. I never thought much of it, it never harmed anything in my tanks. I've never seen this in my larger tank.

On second thought I have the same heater in a 2.5 gallon tank that also had that kind of build up. In my 5 gallon tank I had this same stuff on a plastic plant. I wonder if it's just something that likes to build up on plastic or rubber like surfaces. After removing all plastic plants from my 5 gallon I never saw this again. Also in my 2.5 gallon after removing all plastic plants. Both these tanks now have real plants.
