that looks a little like the kind of filter i had as well... i eventually replaced it, but yours looks a little smaller so hopefully it isn't as strong. it looks like there's some space behind where the slats are, is that right? what i did to cover the intake and keep my betta from getting stuck to it was take a hunk of sponge the width of the filter, and cut it in a shape that made it possible to shove part of it into the space behind the front plate while the other part would cover the slots. i don't know if that will work for yours? with the shape of your filter i think it would go sort of like this:

crude drawing, but would that do what you wanted?

thank you for the suggestion... It unfortunately is closed on the bottom so im thinking i will shove a piece of foam behind the slats that should slow the intake

It kinda looks like the tetra internal filters. What I did was, I squished some of the foam where the water pours out and put a large silk plant infront of it to brea up the outflow even more.

I usually dont bother with the cartridges and just stuff the thing with the foam but anyways, i squeeze an extra peiece in where the lip is (where the water flows out). Since the foam is pretty flexiable, you can squeeze it into small spaces

SOme people rubberband the foam infront of the slots
