Exclamation Highly progressed fin rot + tail-biter

Hi guys.

Where do I start? Well, my brother's Betta, Brisinger, is a tail-biter. My family went on a long trip for several weeks and when we came back he had really bad fin rot. We have been using the warm, clean water treatment but it's not helping much at all. Please help!

Housing
What size is your tank?
4 gallons
What temperature is your tank? 82 F
Does your tank have a filter?
No.
Does your tank have an air stone or other type of aeration? No.
Is your tank heated? Yes
What tank mates does your betta fish live with? None.

Food
What type of food do you feed your betta fish?
Omega One Betta Buffet pellets
How often do you feed your betta fish?
One pellet twice a day. (He's a juvie and that's how big his eye is)

Maintenance

How often do you perform a water change?
Once a week
What percentage of the water do you change when you perform a water change? 50 - 100%
What type of additives do you add to the water when you perform a water change?
SeaChem Prime (2 drops per gallon)

Water Parameters:
Have you tested your water?
Not yet. But I have a test kit, so can if necessary.

If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
Fins ebbing away, edges of fin look ragged/deteriorating.
How has your betta fish's behavior changed? It hasn't.
When did you start noticing the symptoms?
About a month ago.
Have you started treating your fish? If so, how? Yes. I am using the warm clean water treatment, but it's not working.
Does your fish have any history of being ill?
No that I know of.
How old is your fish (approximately)? Juvenile (not sure approximately)

How is his behavior? Will he heat? If so, increase his food to 4 pellets a day as the extra protein will be needed to help heal his fins.

If you have API Stress Coat, add that as well as it helps in the fin healing process. You can also add 1 tsp of aquarium salt per gallon but if you can, try to treat him in a smaller tank. Dissolving that much salt for a 5.5gal is a real pain. Try the salt treatment for a week to see if that helps.

If the clean warm water isn't helping then you may need to medicate him, Mardels maracyn two is a good treatment and I have had success with triple sulfa.

@veggiegirl: I have Maracyn 2 on hand.

@Sakura8: His behavior is normal. He is eating like normal. Also, his tank is 4 gallons, not 5.5. Is that still too big? I have a 2 gallon kritter keeper on hand also.

Just for ease, you may want to switch to the kritter keeper but it's really okay if you need to leave him in his regular tank. As long as there aren't live plants or invertebrates with him, it'll be fine. Try to predissolve the salt in a bit of tank water first - it'll go faster.
