fin rot treating/ new tank question?

i am still treating blue for fin rot, i believe it is getting better =) he's still hangin out towards the bottom of the tank though and he'll swim a lil bit.... i have a 10 gallon tank that i divided and the one side is still awaiting for him with a heater too!!... is it ok to transfer him to the other tank so he has the heater? His 1.5 gallon tank doesn't have a heater because I couldnt find one small enough (not to mention I wanted to give him bigger living space with the other tank....)

do you think he may perk up with the heater? if I still need to treat for fin rot would that be ok with my other betta that is on the other divided side of the tank?

blues swimming around alot more, now the task at hand is to see if i can get him to eat soon!!

What does he like to eat most of? Try his favorite food if he has one.
