Question Popeye?

I think BettaBob has a small case of Popeye similar to Crowntail's case here: http://www.bettafish.com/showthread.php?t=24758. I can see one of his eyes is a little milky, but neither one is bulging yet. I have bettafix, aquarium salt, and stress coat; will any of these work to fix it? I don't really have the funds to get anything else. Feedback is MUCH apreciated!

I quarantined him in his old 1/2 gallon bowl and put a few pieces of aquarium salt in there too. I'll wait before I do anything else.
