Popeye? My betta is still not getting better :(

My betta Absolem has not gotten any better after two separate treatments.
He has been consistently treated with stress coat + since this began. He had an Epsom salt treatment that ended on May 1st. He then had a Maracyn Two treatment that ended on May 10th.
I am not even sure if it is popeye, because his eyes themselves seem ok, but there's a slightly cloudy bubble over them. It had diminished slightly after the Maracyn two treatment but it is back again and even bigger on one eye.

This is the best I could do for pictures, it's not something I can easily photograph. I'm also concerned about the discoloring on the top of his body. His fins are also in bad shape after recovering from fin rot.

What percentage of the water do you change when you perform a water change? 100%
What type of additives do you add to the water when you perform a water change? Stress coat +

Symptoms and Treatment
How has your betta fish's appearance changed? Fin rot and popeye?
How has your betta fish's behavior changed? Still active, flares much more than he used to
When did you start noticing the symptoms? April 20th
Have you started treating your fish? If so, how? Yes I've done an Epsom salt treatment and maracyn two
Does your fish have any history of being ill? No
How old is your fish (approximately)? I got him at petsmart march 23rd

I can't quite see the popeye. Remember that there is always a protective transparent "film" around their eyes, and some bettas have buggy eyes (usually from genetics).

There are two types of popeye. Water quality induced, and trauma induced. Quality of water can be in one or both eyes while trauma (injury) is usually only every in one eye, rarely two.

How much for epsom salt were you using per gallon? Did you clean the water every day? Best way I know how, is using up to 3 teaspoons predissolved, and doing a large water change every day and readding the salt I took out.
