Thumbs down is it dropsy?

so tweedle-dum just got over a case of fin rot and i put her back in the main tank(last week) but now she seems to be very lethargic her fins are clamped, and around her mouth there seems to be a whiteish ring. today she got some raised scales, and wasn't coming up to eat, but yesterday she was fine. any suggestion on what this is or treatment options? i'm not posting the questionnaire b/c she is in between tanks atm. i treat their water with stress coat/ betta safe. and it's heated to about 79F.

I can't really tell if it's dropsy or not, perhaps show an overhead view?

Slightly raised scales around the belly could also be bloating.

I can't tell for sure if she has dropsy but raised scales and a really bloated tummy are signs of it.

However,she appears to have the symptoms of ammonia poisoning. Red fins and inflamed eyes looks exactly like what my fish had before.
You should perform as much water changes to bring the ammonia down and use detox liquids such as Prime to turn ammonia into a safer form

How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

Please get us a picture from directly above.
