Freeze-Dried Bloodworms

Do you guys generally soak these before feeding them to your bettas? I've heard it's a good practice to prevent bloating. If so, how long do you soak it for and does it need to be soaked in dechlorinated water?

I just soaked it once to see how big it could get then I got to know how much I should feed my fish. For me I feed my betta three each day ^^.
