He sits in the plant a lot. But I'm not sure there's very much room to put a big enough piece of anything for him to hide under

OK, then just leave the plant for now. Once he's in a larger tank, you can add some hiding places. Since he likes sitting in the leaves, I would just leave it the way it's set up.

How is he doing today?

He's been just floating around the top of the water the past day or 2. But he does that sometimes and I'm not sure why. But sometimes I leave my tv on at night because I fall asleep watching tv and he's in my room but I've noticed when I have it off he doesn't seem to be missing any more tail. Could the flashing lights from the tv at night bother him?

It could be the light. I have a betta who bites his tail unless he has complete darkness at night.

Alright I'll make sure to turn my tv off at night. I thought it wouldn't bother him too much seeing as it's not near the bowl but it might have some effect on him. I've kept it off the past 2 nights and like I said I don't see anymore of his tail missing.
