Exclamation Soapy/slimey film on sides of tank and top of water

There is a slimey/soapy film resting on the water. There are also a lot of bubbles. The bubbles are not organized like they would be in a bubble nest. Moreover, the sides of the tank are covered in the same soapy film. There is also a petroleum smell. The betta has also been very lethargic/ not eating. I don't think it's soap. I thought it was maybe the heater so I took that out for now and did a 90%+ water change just to see if the heater was the problem. Thanks for you help!

Try to clean out the tank itself and equipment using white distilled vinegar.

Took out heater, and so far it seems like the soapiness is gone. I don't know if it was the water change or the heater. Leaving the heater out overnight to see if the problem happens again.
