Question should i use a filter?

im getting a betta soon and i was wondering if i should use a filter.
the last betta i owned had a filter, but it was too strong and everytime he made a bubble nest it blew the bubbles around the tank. so i dont know. he'll have a 5 gallon all to himself. if i dont use a filter i will change his water often and use a gravel syphon when i do it. so what do you guys think? and also, he had trouble swimming against the current of his last filter, and i dont know i would be able to afford a good one. but what do you say?

If you plan on cycling the tank I'd get it but otherwise you dont really need it.
