Shellie is right. Cycling without live bacteria takes much longer than a couple of weeks. The hardest oart is patiently waiting for the bacteria to fall out of the sky into your tank.
If you're in a hurry, try fresh Tetra Safestart (check the sell-by date) or Dr Tim's One-and-Only, shipped fresh from the manufactirere in an insulated container.
You're doing everything right so far. Ammonia ~2.0ppm, temp 84*, pwc to keep ammonia at the right level. Filter on high. Keep it dark.
Live plants will not speed-up the cycle, but are valuable backup to the nitrifying bacteria. Enough plants and the bacteria become the backup to the plants.
