I also have a small room, so it tends to be really warm in my room, when I dont have the window open, and gets even warmer in the winter.

Yes, give it some time!
Caesar took forever to warm up to me and it was about three weeks after I got him that he finally adjusted and started making bubble nests x3

lol, the CT I got today is completely freaked out by me, but I know he'll be fine =3

and about the heater, I have a 2.25G and a 3.3G and I use a 25w elite mini by Hagan for them c:

My CT Bingo hid from me for about a week. Now we're the best of friends. He knows where his pellets come from :) Just give him a little time to acclimate.

I agree that you have to raise the water temp.

He probably just needs time to get used to you and his tank. I have a little thermomiter like thing next to my tank and it showed 74 degres with the ceiling fan on so i turned it off it warmed up to 78 and he started to make a bubble nest and eat.

Yeah, he's probably getting used to his new home, and once he figures out who the foods coming from, he won't be scared anymore, and he will probably start to follow you around when your in the room, and will love you ;)

I've also found that when I get a new fish they are usually really skittish for a couple days and then they calm down and stop hiding. It took some of my fish a couple days before they started eating and than they turned into little sharks when feeding time came! :)
