If the cat had kittens in your gf's yard she has the property rights to take the cat/kittens to the vet as her own or as strays. Screw what the neighbor thinks, they should put more care into their live responsibility.

Gf would have taken them to the vet, but she hadn't even gotten a chance with her long work hours and her grandmother did not feel comfortable "taking someone else's cats." If the neighbor doesn't fix her cat, the next time she has kittens, girlfriend's taking them and keeping them. No ifs or buts.
