Lethargy & hanging?

I'm honestly not even sure if he's sick or just mad that he's out of the 10gal and shoved in a 2.5 until I'm moved (next weekend).

Housing
What size is your tank? 2.5 gal
What temperature is your tank? 76-78 F
Does your tank have a filter? No.
Does your tank have an air stone or other type of aeration? No.
Is your tank heated? No.
What tank mates does your betta fish live with? 2 rabbit snails

Food
What type of food do you feed your betta fish? Pellets. Topfin brand I think.
How often do you feed your betta fish? 2x a day 4-5 pellets each.

Maintenance
How often do you perform a water change?
Since I'm not home my Grandma performs a water change once a week at 100%, but I just set the 2.5 up so I did a 50% change the day after setup because it was cloudy.
What percentage of the water do you change when you perform a water change?
100%
What type of additives do you add to the water when you perform a water change?
Prime.

Have you tested your water? If so, what are the following parameters?

Ammonia: n/a
Nitrite: n/a

Symptoms and Treatment
How has your betta fish's appearance changed? No.
How has your betta fish's behavior changed?
Ever since the move from the 10gal he's been lethargic, and kinda just hangs at the waterline. He's eating but the lethargy and like death hang scares me.
When did you start noticing the symptoms?
Saturday 7/27
Have you started treating your fish? If so, how?
Did a 50% water change the next day. Water was kinda cloudy.
Does your fish have any history of being ill? Nope.
How old is your fish (approximately)?
I've had him for almost a year. And he was fairly small when I got him so I'm going to guess almost a year old.
I can't get pictures because I'm away for this week, but anything easy that I could tell my Grandma to do would be greatly appreciated. (:

What is the temperature of the water he is in? Water changes need to be done more than once a week with a betta alone but definitely needs to be changed more than once with a betta and 2 snails in it. He needs a heater if his water is below 76 degrees.

Temp is always 76-78, its even pushed 80 in the tank before. I have thermometers.
I don't have heaters in either of my tanks because I live in South FL where its 90+ outside and my grandparents have the a/c at 78 + humidity keeping the tank warm. Your from Texas so its gotta be terribly hot there too!

They just went out of town today, so I'll have to get someone back home to change the water on the tank.
They'll be out of the 2.5 next weekend. They are all usually housed in a 10gal. But since I'm moving they had to go in temp homes. (:

Actually I am from Ohio but moved to Texas a year ago and yes it is quite hot here but we have our AC at 70 degrees so all my tanks have heaters. I can't keep our apartment that warm as i have a 2 year old.
