Size difference in 15-day-old fry

Is it normal to have this large a size difference in a spawn? These babies are both 15 days old. I'm perplexed by it. :-/

It's just part of the process
Some fry just fail to thrive
I generally weed these weaker fish out along with any deformed fish
Because with Goldfish there is no way I can grow them all out the spawns are just to large
