Flairing on one side only?

My betta fish are in a divided tank. One of them, Titan, never flaired until it was put in this divided tank, and saw Atlantis flairing at him.

Now, although they have both calmed down, I've noticed that Titan likes to flair at me sometimes when I come into the apartment for a few seconds. The thing about this is, only one of those little gills (is that what you call them?) on the side of his face goes outward and the other one lays flat.

Is he okay? Should I be concerned?

I think he should be okay, sometimes my one of bettas will only kinda flare once side until they recognize me, but they will full out flare at other people or bettas. I think your betta will be okay I think he is just not flaring 100% or perhaps he has had something happen to the operculum (the gill covering) earlier in his life. But I think as long as his ventilation rates and opercular movements seem regular and he is eating and not lethargic or shows any other signs of illness that he is fine

My betta fell intot his habit for a few weeks, but it stopped as suddenly as it started... maybe he pulled a muscle?

In any case it's not a big deal and isn't a threat to his health.
