1 Gallon community

can i make a 1 gallon tank into a small community tank with a betta and like 1-3 other fishes?

One Gallon is way too small for anything besides a single betta. Even for a betta it's a bit too small, as bettas should have heat, and it's not suggested that you heat a one gallon. So, to be simple, no, you cannot. Only one fish would fit in there.

Hello and welcome to the forum. I agree with CodeRed. 1 gallon is barely big enough for a betta.

Nope. For a community you need at least 10+ gallons. I wouldn't go any smaller then that.
I do agree with the above as well, I think 2 gallons is the smallest ideal size for a single Betta because of the heating issue.

I personally wouldn't even recommend putting a betta in there, much less 3 other fish...
