HELP, sick betta

We just noticed that our CT has lighter colored spots behind his head. It kinda looks like he would almost be fuzzy to touch. We do 10-20% water changes twice a week. Last night the tank did get pretty cool. It was down to 72 F when we got up. (I hate the heaters we have). He isn't acting funny, he is as active as always. He does seem to be a bit puffy, we just did a water change last night. Our VT betta and cichlids are doing fine, so I'm thinking its not the water. I am trying to upload a photo of him. Any help would be greatly appreciated, we are still somewhat new at all this.

Here is a pic. You can see the spots near his head, they weren't there before. His body and head is solid black.

I have been researching betta illnesses, and it looks like it might be Ich. But I'm not sure, I have never seen it before. If it is ich, I can't get to the store until tomorrow. He is housed with a rubberlip pleco, and neon tetras. Can I treat the entire tank, or do I just need to treat the betta? I'm not even sure if it is ich, that is just what it looks like. I haven't noticed him rubbing against the gravel or any of the decor. Is it ich or am I way off? Help!!
