Neutralizing Water?

This may be a really dumb question. When I do a water change (either 30% or 50% depending on the tank) do I put enough prime in for only the new water or the whole tank water?

If your tank is cycled, you can get away with just treating the new water. If you're unfiltered, I'd put in 2-drops/gal tank size. This helps treat any ammonia in the water you have not changed.
