Hi everyone, and thanks for your comments and suggestions. Lowie is still not looking well I purchased a heater and continued regular water changes. I got my water tested and it turns out the PH level was too high (7.2) I believe, and the water was very Hard. Although the person that was helping me out did not really know what to suggest for the hardness. Any suggestions? Lowie has his off and on moments sometimes he just sits there and his small lower fins look clamped. I'm worried. I really appreciate the helpful suggestions. Thanks.

you could try mixing tap water with bottled water, as bottled water is very soft. Perhaps that can reduce the harness?

you could try it out in a container and then test the water to see what happens
