OK so with some fiddling I have figured something out
The noise is being exacerbated by the magnetic impeller drive in my filter. When I move the pump drive away from the heater or turn it off the noise dissipates. I am still planning on upgrading to a better heater to deal with the temperature issues, but in the meantime I will move the heater away from the drive.
I know the buzzing noise you're talking about, mine makes it and I don't have a filter. It never really stops, but if I move it around a lot it quiets down.
