A heater will definitely be a good addition to your tank...74 degrees is cold for a betta. Their digestive system will work better at 78-80 degrees. If you have a decent LFS (local fish store), look for a Hydor Theo 25 watt adjustable heater. I used one in a 1 gallon tank for ages and it works just fine. If you can order it online, you can probably get it for about the same price you'll pay in a Wal-Mart for a non-adjustable Tetra heater.
