Sick tank size, etc?

I'm treating a betta with possible Columnaris that is used to a 2.5 gallon tank.
It's having some on/off labored breathing problems.

It's currently in a 1/3 gallon container that's approx 3" deep....currently being treated with aq salt, Jungle's Fungus Clear, and a slightly higher dose of betta bowl plus. I plan to possibly add Mardel Maracyn 2.

Is it better to have him in a smaller (1/3 gallon) container like I'm currently using or a normal 2.5 - 5 gallon tank, filled with how much water? how many inches high? gravel or nothing? I do have a couple objects to hide behind.

Should I still be adding Stress Coat? Should I keep the lighting the same (on 9 hours/day)?
