is this hemorrhagic septicemia?

I rescued my betta from my walmart that i work at unfortunately lol on april 12.
I took pictures of him not too long after i got him which one of them is this
(Sorry for not the clearest picture, Powder is so active)

But since then, he had a short bout of fin rot, (tips got yellowed and were fragile) which i treated with Lifeguard All in One. But before i put him in his current tank, i would tease him a bit with a mirror. Well i forgot that i left the mirror next to his tank and about 20 minutes later, i quickly removed it. He split his fins flaring. Which that has healed. But he continues to split his fins for no apparent reason, and seems to see his reflection in the tank somehow.

But he has been getting more and more colored spots on his fins. i never realized how much it was until i looked at those pictures i took of him.

Since Powder will not swim still, i took a video of what his spots look like.

He is extremely active, and begs for my attention every time i walk in the room.

What is going on?

Powder kind of looks like that...but hes developing more and more spots. and the picture in the OP is what he looked like when i brought him home.
If this was the case wouldn't he have already developed these spots?

At the store, they're kept in cold plastic cups, with limited water changes (if any), and low-quality food. So they tend to be pale. (At least, that's what I've always observed.)

When you bring them home, you put them in clean, warm water, and feed them good food. After awhile, their true coloration comes out. (I have one guy who went from pale gray at the store, to light turquoise, and is now blue-purple after 3 months.)

Do the spots look like wounds or sores?

TBH, I don't know a lot about hemorrhagic septicemia, but I believe there are two causes/versions: bacterial and viral. Generally, treatment is with a furan antibiotic or with kanamycin. (The furan meds are available at petstores and Walmart. Kanamycin usually needs to be ordered online, unless you have a really good petstore nearby.)

I'm still thinking it's coloration, rather than illness. But just in case.... could you fill out the "standard form" below, so that we have more information? Answer what you can. Leave anything else blank.

Hello, im not the same person but I SWEAR my fish has it...

Housing
What size is your tank? 10gal
What temperature is your tank? roughly 82ish
Does your tank have a filter? YES
Does your tank have an air stone or other type of aeration? YES. kissy fish airstone AND a bubble wall. (I dnt keep both on at the same time)
Is your tank heated? Yes
What tank mates does your betta fish live with? None. He is alone. (male Betta)

Food
What type of food do you feed your betta fish? Tetra pellets, Tetra Flakes (has other thing in it too) and every now and again a Pea (his FAV)
How often do you feed your betta fish? 2xs a day n I suck out wat ever he spits out or drops)

Maintenance
How often do you perform a water change? Recently.. everyday
What percentage of the water do you change when you perform a water change? btween 25%-50% pending on test readings
What type of additives do you add to the water when you perform a water change? WAS using API tap water conditioner. Now using PRIME (made 5 pwc's w/ prime)

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: 0-.25ppm (hve had an ammonia prob for nearly a mnth now.. Had a reading of "0" NH3 yesterday, but sadly, its back to .25ppm again this morning)
Nitrite: 0
Nitrate: 0
pH: 7.0
Hardness: 40
Alkalinity: btween


Symptoms and Treatment
How has your betta fish's appearance changed? YES!! DRAMATICALLY
How has your betta fish's behavior changed? He paces back n forth in a 2inch space at the bottom of the tank. comes up 4 air n right back to pacing! HE USED 2 swimm all over the tank, come to me when I tapped 3xs, DARTS towrds the top when the lid is opened.
When did you start noticing the symptoms? 3wks ago
Have you started treating your fish? If so, how? Kind of.. I was using Prime since it HELPS w/ fin rot. (its what he 1st started out w/ n STILL has)
Does your fish have any history of being ill? jst the last 3-4wks now
How old is your fish (approximately)? NO CLUE.. bought him @ a petstore. He hasnt made any bubble nests so far so mayb young?? Idk really..

Please help my poor Prince Naveen!!! :'(
