As far as a filter goes get a power filter raited for 5-10 or 2-10 gallons rather one that says 10-15 or 10-20

Also the one in the link above, is for 2-10 gallons.
Really I dont think it would hurt anything to get a filter raited for smaller tanks than you have, bettas dont need huge strong filteration.
10 gallon tanks need a heater of 50-100 watts.
