Can i use regular orange moon sand as my aquarium gravel?

My friend recently gave me moon sand and i have been searching to see if you can use it but there is nothing that tells me if i8 can or not. Its orange and it dosent even mix in with the water. It just stays at the bottom. I want to use it for my 3gallon. So if anyone can tell me if i can use it or not. it would be greatly appreciated.

I'm guessing it's this stuff? http://www.moonsand.com/

From what I understand bettas will sometimes eat sand an it can kill them if they do. the website says it's non-toxic, I'm not sure if I would use it though....

I have no idea if it is safe for the fish but I personally would not use that. Good luck.
