Yes it can. The oil can interfere with the gas exchange if it's excessive.

thats good
the filter, i feel would also create enough current to help gas exchange too! I will continue to remove the oil with a paper towel
also I have noticed that the oil showed up long after the introduction of wood?

I have the slick on my tanks too. I've started to do water changes with a cup to take the top layer of water off to reduce it before I do the siphoning. Kinda like skimming fat off a cooking pot with a spoon....
