Active Betta with Finrot?

I've had my Betta that I named Swimmy for about a month now. When I first had him I knew nothing about cycling the tank and sadly he was in it during the cycling process. I noticed his fins had started to turn black and started to deteriorate. I went out and bought Melafix which seemed to work because he's healthy and eating like a pig, the thing is I've noticed his fins are still somewhat deteriorating in the tank. I keep him in a 10 gal tank with a heater, filter, and silk plants. He's housed with 5 neon tetras that he occasionally herds. Other than his fin deterioration, I'd say he's a very happy fish considering what he was kept in at petco.
