What does he have?

Well my betta has had some issues with fin rot, then the fin rot healed then came back now. He eats like a pig and is very active, but he sometimes swims on the bottom of the tank like hes looking for something, but today i was looking at his from fins and they seem to be a shinny color, and his bottom chin is like a silver color he has always had a discolored chin, but could it be velvet he is in a 10 gallon tank 78F and he is with 3 zebra danios and 4 neon tetra.

He looks fine to me. Watch out, the cause of the "fin rot" could very well be the other fish picking on him. Some bettas like the company and some hate it. Have you ever seen the other fish pick on him or chase him around the tank?

Some times the danios do.

but I flashed the light on him and it looks like a gold dust on his front fin.

If it looks golden, it's probably velvet. From what I can remember, it has that coppery shimmer when viewed under direct light. Can't really see it in the pictures, though.

Some of my bettas have that, it's just their coloring. The ripped fins are probably caused by the fish attacking him. Do you have room to put him in his own tank? If they keep attacking and chasing him, he'll get very stressed out and he'll be more suseptable to getting sick.

Here's a link on Velvet that you can read, I've never dealt with it personally.

Well they don't bit him when ever I'm looking I only have a 1.5 gallon, but I thought he would be happier in the 10 gallon.

So you don't think he has it? do you see his fin in the first picture so thats ok?
