Strange growth

Hello, hoping someone can help identify the strange moldy like growth on my Betta's tail. Picture attached

What size is your tank? 10 gallon
What temperature is your tank? 79F
Does your tank have a filter? yes
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? none

Food
What type of food do you feed your betta fish? Aqueon Betta food
How often do you feed your betta fish? every 12 hours

Maintenance
How often do you perform a water change? every 12 days
What percentage of the water do you change when you perform a water change? 1/3
What type of additives do you add to the water when you perform a water change? prime

Water Parameters:
Have you tested your water? If so, what are the following parameters? not recently tested but whenever tested has been good except very soft

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? moldy growth on tail and one white dot on face
How has your betta fish's behavior changed? little bit lethargic and not as hungry
When did you start noticing the symptoms? he has been slower for awhile but just noticed the mold today
Have you started treating your fish? If so, how? no
Does your fish have any history of being ill? no
How old is your fish (approximately)? 2 years

It certainly looks fungal but I cant be sure without a few more details.
Are there any other growths on the fish anywhere? is he actively itchy or flashing against things?
A picture of the whole body would really come in handy for diagnosis

He also has one white dot on his cheek. He does not seem to be itching at all. He does not want to cooperate for a picture right now but he does look fine to me otherwise

I am willing to believe it is a fungal growth than. Columnaris would have begun on his body and moved to the fins after.
If he seems relatively unfazed by the problem you can conservatively treat with AQ salt to cleanse the spot and kill any freshwater fungi varieties.
I am hesitatn to prescribe harder meds unless it is completely needed- but if you so choose many people on this site personally use Jungle fungus cure for fungi and rot

Thanks for the help. I forgot to mention he is a little sluggish lately and his appetite is a little down but nothing serious
