How big is the tank, filtration used if any, additives...how much and how ofter are the water changes, how long have you had him and when did the fin issue start?

In a 2.5 gallon tank with one betta IMO/E they need at the least twice weekly 50% water changes if they have a filter, without a filter they need 1-50% and 1-100% a week...this is to keep the water quality at levels for fish health.

It sounds like he may be suffering from ammonia burns that can turn to a bacterial infection due to poor water quality...

I would try:
Depending on how bad his fin are.....you can start by making 50-100% daily water changes for the next 4-5 days, if his fins are real bad you may need to place him in QT and make daily 100% water changes with aquarium salt 1tsp/gal for at least 10 days.

Yes, aquarium salt is a great product for short term treatments, I rarely use it longer than 10 days.
